So the problem is not that government 2.0 is failing. The problem is that it is not proceeding in those areas where most of the value can be accrued, i.e. the ability of employees to use social media as working tools.

In order not to fall into the trough of disillusionment government 2.0 must shift its emphasis from the organization to the individual, and from policy to operations.

Does it really take an outsider to tell us that we are at risk of losing momentum in Gov2AU, and that we need to move from high-level policy to on-the-ground action? If we're not careful, Tanner's legacy will be no more than a wasted opportunity to humanise and modernise the work of government to the benefit of public service and private individuals.
